After a period of vigorous community review and discussion, a vision has emerged of CHESS as a dynamic national center with a unique and scientifically exciting mission. The long-range plan described here responds to that vision by defining CHESS’s high‐level deliverables and how CHESS will be organized and funded to make those deliverables possible. Detailed planning at the work package level is provided yearly in the CHESS Annual Operating Plan. This is a living document. This plan will be updated annually to adapt to changing events, priorities, and actual versus projected funding.
